NSW emergency operations centre opened
Criticalcomms.com.au has reported on A new telecommunications operations centre which will support critical communications during bushfires or floods and has been opened by the New South Wales Minister for Digital and Customer Service Victor Dominello.
The Sydney-based centre gives the NSW Telco Authoritys Telecommunications Emergency Management Unit (TEMU) real-time information on potential impacts to telecommunications infrastructure for emergency services organisations. By tracking the likes of severe weather in real time with the telco authority, the centre will be able to update first responders and telecommunication carriers with accurate information on the location of critical infrastructure that might need protecting.
The operations centre provides critical support during an emergency as well as offering facilitation capabilities for long-term operations requiring significant coordination between multiple agencies, such as the COVID-19 pandemic.

Many thank Graham and good morning to what will be the last broadcast for 2021.
This is WIA President Scott Williams VK3KJ, and I just wanted to extend a warm Christmas message to all WIA members and listeners of the broadcast.
It has been another challenging year for all of us as we have done our best to manage the terrible impacts of the COVID pandemic and of course the tremendous impacts it has had on our families, friends, colleagues and to all individuals in our immediate community and afar. The economic impacts are immeasurable, and we all hope 2022 will see us in a far improved position.
I want to personally thank all members for your continued support of the WIA. The WIA continues to work hard in the background to support our members and the Amateur Radio community in as many ways as we can. There is so much more to achieve but the contribution of all volunteers to the WIA is outstanding and your in-kind participation, however so small is greatly appreciated.
There continues to be criticism of the WIA by some of the things we do, or should I say what we dont do. The WIA is not perfect, it does not have endless resources and unlimited funds, but what it does have is a sense of purpose enriched by over 110 years of deep history.
This purpose is driven by volunteers that care, that want to advance the Institute and are proud of the contribution they make.
There is no room in our hobby for any conduct that does not advance the tremendous enjoyment that amateur radio provides to so many. It doesnt matter what mode, what band, if your make your own equipment and antennas or your purchase them commercially, the enjoyment of amateur radio is so diverse and unique to one and all.
We must all strive to work together, different clubs, different membership bodies, the AMC or the ACMA, it is irrelevant who you pledge your alliance towards as long the net combined outcome is something that is beneficial to this great interest of amateur radio.
On a personal note, I wish everyone a very Merry Christmas and safe and prosperous new year. Please also raise a glass and have a drink to all those silent keys that left us this year. Our thoughts are with those families and friends.

December, Youngsters on the Air month.
Again, in December of 2021, several young operators are active around the world with YOTA as suffix in the callsign. The idea for this is to show the amateur radio hobby to youth and to encourage youngsters to be active on the ham radio waves.
Feel free to make a QSO with the youngsters, they are happy to get some attention and exchange information. Licensed and unlicensed youth will be making QSOs, be aware this could be their first radio contact ever and give them a chance to experience a possible new hobby.

UK Foreign Office proposal for amateur radio bands in BAT
The British Antarctic Territory or B.A.T. is administered from London by the Polar Regions Department of the Foreign, Commonwealth & Development Office. They recently announced plans to administer an amateur radio licence for the Territory (no licence has been available for the past 2 years)
A surprising feature about the proposal are the bands they plan to allocate.
It would have been expected they'd copy the amateur frequency schedule issued by the Falkland Islands Communications Regulator, who administered amateur licensing in the British Antarctic Territory prior to 2019, but instead the Foreign Office have excluded many of the Amateur and Amateur Satellite Service allocations.
Inexplicably the Foreign Office proposal excludes a part of the
24 GHz band, 24.050-24.150 GHz, and also the entire Amateur and Amateur Satellite Service allocations at 2.4, 5, 10, 47, 76 GHz etc.
Germany permits the use of these bands at their Neumayer III Antarctic research station, for example the 2.4 and 10 GHz bands are used by amateurs there for contacts via the QO-100 amateur satellite transponders.

Chris ZS6EZ and Hans ZS6AKV have produced a paper 'Amateur Radio as a Vehicle for Technology Literacy' which looks at the situation in Africa
Africa faces a shortage of technologically-proficient people who can develop and maintain our ICT infrastructure and drive innovation to facilitate manufacturing and services.
Amateur Radio offers a vehicle for technology training that has reaped great rewards for many countries. The barriers to entry are continuously dropping.
The article explains the potential of Amateur Radio for technology development, looks at the current state of Amateur Radio in Africa and suggests avenues that might be explored to allow wider access on the continent.

ComReg to introduce a novice/entry-level EI licence
ire currently only has a single class of amateur licence but in a Consultation Response document released December 17 the regulator ComReg says it will introduce a lower level
The response document makes use of the terms "entry-level" and "novice-level" as though they are interchangeable but as far as CEPT is concerned they mean completely different things and it is unclear what ComReg are meaning when they use the word "novice".
CEPT Entry-Level refers to a basic licence requiring about 8-10 hours tuition CEPT Novice-Level is a much higher level licence that is equivalent to USA General or UK Intermediate.

Radio club donates $10,000 to Centre of Hope in Ravenna
Portage County Amateur Radio Services has donated $10,471.76 to the Centre of Hope, a program of Family and Community Services in the USA
The group has been raising funds for the Centre of Hope for 16 years, but this year's donation is the group's largest donation to date.
The donations are collected from club members as well as the community, and have made a significant impact on Portage County over the past years.
In their December newsletter, PCARS President Nick Wagner said, Im proud to say that over the past 16 years that PCARS has existed, our total contribution to support our community in this way is over $67,000. Each year, the Centre of Hope helps hundreds of families in Portage County Ohio by providing hot meals five days a week, as well as emergency groceries. Services are free of charge and dependent on an individuals income.

Twenty years from now we might get a call from an alien.
In 2017, a powerful radio transmission was aimed at exoplanet
GJ 273b, thought to be able to support life. Its message, sent by the alien-hunting group Messaging Extra-terrestrial Intelligence International, contained instructions on how to understand Earthling math, music and time. If it lands on intelligent alien ears once it arrives in about a decade, E.T. now has our number.
Space transmissions hoping to attract an alien response have been going out since 1962, when Soviet scientists sent a message in Morse code to the planet Venus in the first attempt at intergalactic communication.
Even if our calls generate no response, it seems increasingly likely humanity will stumble upon life somewhere in the universe one of these days.
Concerns over decades of unidentified aerial phenomena (UAP) known more commonly as unidentified flying objects (UFOs) in our atmosphere, many sighted by military personnel, have recently prompted politicians on both sides of the aisle to push for an official agency to handle UAP investigations.
But are we prepared for an encounter of the Third Kind?
The prospect of meeting another civilization raises questions both captivating and concerning. How do we even communicate with an alien species, especially one that may not use language in a form we can recognize and decipher? Will a meeting prompt mass hysteria? And what about strange alien diseases? And how might it affect our views about religion?
Once contact was established, the next challenge would lie in making good conversation. Jones has a few suggestions for how to begin.
Human and be would be the first words suggested in learning how to express, then in turn, we could try to learn how they refer to themselves and how they express that they exist how would they convey the equivalent of the English sentence: I am human.
Ideally, if extra-terrestrials are able to travel to us, we would do some sort of exchange program where they could observe us and we could observe them in their daily life. On the basis of this mutual observation, we might be able to construct a number of ideas about what type of words to teach and learn.
One issue will be whether we even want to communicate and give away our location without first ascertaining their culture.

Norways national amateur radio society, the NRRL, report they are working with communications regulator Nkom to stop intruders operating in the 144 MHz band
A translation of the NRRL post reads:
By listening, logging and bearing, we make it possible to identify the users and find the exact area in which they operate. This makes it easier for the authorities to devote resources to keeping our ties free of unwanted intruders.
NRRL has been told that the 2 Mtr frequencies are used by users in Eastern Norway who do not have a license:
We hope that radio amateurs and listener amateurs have the opportunity to listen on these frequencies and log any intruders.

The American space agency NASA says a spacecraft has entered the sun's outermost atmosphere for the first time.
The Parker Solar Probe travelled through the solar atmosphere's outer edge -- known as the corona -- back in April, scientists announced this week but they said it took them some months to examine data from the spacecraft and to confirm the 'brilliant' result.

ISS SSTV abuzz now
The ARISS team will be supporting Slow Scan TV (SSTV) operations from the International Space Station during the period of Dec 26-31
The images will be related to lunar exploration. The transmissions should be available worldwide on 145.800 MHz FM. The planned SSTV mode is PD 120.
Planned start and stop times are currently listed as:
Start - Dec 26 about 18:25 GMT
Stop - Dec 31 about 17:05 GMT
The signal should be receivable even on a handheld with a 1/4 wave whip. If your rig has selectable FM filters try the wider filter for 25 kHz channel spacing.

It is not science fiction, but radio fact, that the Manic Monkeys team of radio operators made a 600 kilometre journey this month from Bangalore, India to Sao Jorge Island, designated AS-177 by IOTA, activating the remote island for the first time.
With a story he filed for Amateur Radio NewsLine just this week, here is WIA News Editor Graham VK4BB.
"They had gone in search of the fictional Lincoln Island that appears in Jules Verne's classic novels but the adventuresome hams with the callsign AT7SJ were also in search of QSOs.
Between December 3rd and December 6th, they logged 1,600 such contacts on SSB, CW and FT-8, while camped in difficult terrain, according to team leader Madhu Prasad, VU3NPI.
Madhu told NewsLine of other discoveries: [quote] "The island had mysterious propagation conditions: the signals would go up and down like the tide and mysteriously close abruptly on all bands with S9 noise." [endquote]
Madhu said that the team had been landlocked in India for two years by the pandemic and were still grieving the loss of the team's Elmer, Dev VU2DEV, to cardiac arrest. Now they can proudly add this uninhabited, thickly forested, island to their earlier activations of St. Mary's Island AS-096 and Danushkodi Island AS-173.
Madhu told NewsLine that the team unfortunately did not find mysterious Lincoln Island, nor did they locate the Aqua phone, the fictional wireless device used by Jules Verne's protagonist, Capt. Nemo."

Literally as you're listening to this, the Scout Radio and Electronics Service Unit of Victoria is busy setting up their amateur station at VicJam.
Due to Covid restrictions during the planning stages of the event over the past two years, the Australian National Scout Jamboree (AJ2022) was cancelled, however, around 5,000 scouts and leaders from all over Victoria will converge on Elmore in Central Victoria from December 29 until January 7 for the Victoria-Only Jamboree, VicJam to participate in numerous onsite and offsite activities, including the amateur radio station with the special callsign of VI3JAM. The station will operate from 0900 to around 1900 daily on 80 through to 10 metres plus 2 metres and 70cm repeaters, EchoLink and DMR with a full list of frequencies available here following:-
A highlight will be an amateur radio contact with the
International Space Station when some lucky scouts will be able to chat with the astronauts on-board.

14-year-old Mily YS1YXI will be on-the-air during school holidays
Radio amateurs in El Salvador received clearance from the telecom regulator to operate using the YS1YOTA callsign for the rest of the month
Mily, YS1YXI, 14, the country's youngest amateur, plans to be as active as possible from the radio shack of Club de Radio Aficionados de El Salvador (CRAS), taking advantage that she's currently in the school holiday season. She also plans to invite other youths to observe the operation, to get them interested in amateur radio.

Spain, Norway Seek Ways to Attract a Younger Generation of Hams
Spain's national amateur radio society, Union of Spanish Radio Amateurs (URE), is attempting to entice youth and youngsters to become interested in amateur radio. URE is offering free membership in the organization and a free amateur radio license manual. The organization has framed amateur radio as "the technological and experimental hobby that will hook you forever."
Prospective young radio amateurs must be between 14 and 18 years old to qualify for a free URE membership and a license manual to prepare for the exam and obtain an operator license. URE says the manual explains the basics of electricity, electronics, and telecommunications, as well as the regulatory structure.
Those aged under 25 can qualify for a half-price membership once they've obtained their radio amateur license and become full URE members.
Meanwhile, Norway, as we've reported previously here on WIA National News is looking to introduce a new 10 W entry-level license that will enable 12- and 13-year-olds to get started building simple transmitters and receivers. The Research Council of Norway has granted 1 million kroner to support the Radio Communications Technology for Young People project, aimed at recruiting young radio amateurs.

Open to traders at 8am, with entry to public at 10am.

Submitting news items
If you would like to submit news items for possible inclusion
in the VK1WIA broadcasts, please email your item in text to
nationalnews@wia.org.au and don't JUST send url's links or
posters, but take the time to pen YOUR contribution.
To submit audio, email nationalnews@wia.org.au
and send BOTH the audio and the text
We would appreciate items certainly no longer than 1.5 mts in
length as we only have a half hour.
Remember the sooner you submit material the more the
likelihood of it being broadcast in the very next edition of
WIA National News.
Each item will only be broadcast once, if you want a couple
of mentions, please submit different slants to keep your
event 'fresh' and always if the news room is to read your
item --- write it in the 3rd person. (First if YOU are
reading your own item)
A reminder when supplying HamFest info we obviously can't
plug DEALS from commercial traders "on air", but we at the
WIA will put your supporters 'goods' in this text edition
"no worries."
We cannot give blatant 'plugs' to raffles.

you may lodge a quick reply to let us know you read it, who
knows, you might even get a "cheerio call".

instructions given in that mail to complete the

Once your unsubscription has been processed, you will
probably receive a message confirming your unsubscription
