BPL Correspondence between Buddecomm and the WIA.

Paul Budde is a leading telecommunications industry analyst and, through his company Paul Budde Communications Pty Ltd, publisher of the BuddeComm E-newsletter.

The BuddeComm newsletter of the 6 th May 2005 entitled BPL – One Step Closer to Reality, carried the following statements regarding radio amateurs’ opposition to BPL.

In the newsletter Paul Budde states:

“A blanket `no,. as was requested by the radio amateurs, to BPL would not have been a good outcome”…

“I have twice organised a BPL Summit and on both occasions I invited the radio amateurs to attend these discussions. In addition, upon my advice, they have also been invited to the various industry demonstrations, seminars and trials.

“I had hoped that the amateurs would take up the invitation to work with the industry to find solutions. Unfortunately, despite several appeals from me, they have declined to do this and their objective continues to be a total shutdown of BPL in Australia”.

Believing that Paul Budde had misrepresented the position of radio amateurs and the WIA, the WIA wrote on the 17 th May 2005 stating that, in part:

“The WIA has taken care to explain our organization does not oppose BPL as a broadband delivery technology, but we do object to the radio frequency interference that has been demonstrated BPL creates. If BPL were developed to the point where there was no harmful interference to HF radio services, the WIA would welcome its introduction as an additional broadband delivery system”

The WIA did fund attendances at two conferences run by Paul Budde and at a demonstration of the Queanbeyan BPL trial technology:

“The WIA must consider carefully the cost of places at such conferences and will only expend its members’ funds on travel, accommodation and conference fees where there is a clear and obvious value to members……..We have not attended one or two recent Buddecomm conferences where the cost to us seemed excessive compared to the benefit.

“You should not infer from the fact we did not attend a particular conference, that this is evidence the WIA will not work with the industry. I make it quite clear that we are more than willing to work co-operatively with the power industry and prospective BPL providers to properly address the interference issues”.


Paul Budde subsequently replied by Email apologising “for not having recognized your position correctly”, and holding out hope that the regulatory and interference issues can be overcome. “Lets see if we can come up with some clever solutions”.

Paul Budde also stated that the WIA letter would be published.

As we have not yet seen the WIA letter published as stated, we are now publishing the original Buddecomm newsletter, the WIA response, and the reply Email from Paul Budde, on this website.

In the spirit of co-operation, the WIA also wrote to Aurora energy offering assistance and requesting information. The requested information was not forthcoming, and that correspondence is published separately on this website.
