WIA policy on promotion of raffles and lotteries

As luck would have, one very observant volunteer, Graham, VK4BB thought something was amiss with an article that was to be included in the WIA News.
Graham mailed the board highlighting that he thought that airing the segment may in fact breach a law somewhere in our somewhat over-regulated land.
The board met briefly on Thursday evening to deliberate this matter and asked that for legal reasons this segment relating to a raffle be removed from the broadcast.
The raffle in question is not merely a raffle at a local hamfest where tickets can be purchased on the day and the draw is held
sometime later that afternoon, in the case raised by Graham we concluded that the raffle being promoted was:
Available to members of the public (with tickets purchased online)
Operating with a West Australian licence
Seeking to market the raffle through the WIA news (Print and Audio)
Raffles and lotteries are a state regulated matter, our news broadcast is national (International if you consider the online version)
In order for a raffle to be promoted in a state the laws of that state must be complied with - in this case this would mean compliance with laws in all states - and some of those laws are crazy (including limitations on the times of day during which a promotion can be done on radio!)
The WIA is not in the business of testing the validity of raffles and their compliance with relevant laws and as such, a policy needed to be created.
The policy is simple - if you are promoting an event that has a raffle where tickets are purchased on the day by attendees and then drawn on the day this is not an issue - and has been done numerous times in the past, otherwise, it will not be published.
The policy on contentious material will be updated to provide clarity around this issue.
