APG to Commence Monday in Busan, Korea

The 5th meeting of the Asia-Pacific Telecommunity’s Conference Preparatory Group for WRC-12 will take place in Busan, Korea from Monday 29 August until Saturday 3 September 2011. These Preparatory Groups meetings are referred to as an APG meeting.

This meeting will formulate common positions in respect of many of the agenda items for WRC-12, including the items that concern the amateur services, particularly agenda item 1.23, which is to “consider an allocation of about 15 kHz in parts of the band 415-526.5 kHz to the amateur service on a secondary basis, taking into account the need to protect existing services.”

The importance of the common positions of the regional telecommunication organisations, such as the APT has grown over the years. Today they are an essential step in the WRC process. The WIA has nominated Dale Hughes VK1DSH as a member of the Australian Delegation to this meeting, and also as a member of the Australian delegation to WRC-12, as the amateur specialist. To provide a technical basis for the amateur position in relation to that agenda item, the WIA obtained some scientific licenses, and a group undertook a number of investigation using those licenses. A paper has been submitted by Australia based on that work, the paper is available to view below.

Dale was booked to fly to Korea on Saturday 27 August, but due to fog in Sydney, missed his flight. Last heard of, he was planning (with a number of other Australia delegates who had suffered the same fate) to fly to Narita on Saturday night, and then fly on to Korea today, Sunday.
