APG Continues in Busan, Korea

The 5th meeting of the Asia-Pacific Telecommunity’s Conference Preparatory Group for WRC-12, the APG meeting, which started on Monday 29 August continues in Busan, Korea. Dale Hughes VK1DSH, the member of the Australian delegation nominated by the WIA, reached Busan in time for the meeting, despite missing his flight to Korea because of fog in Canberra, and having to travel instead via Narita.
Having reached the APG, Dale reports being very busy and was appointed Chair of the Drafting Group responsible for agenda item 1.23. That agenda item for WRC-12 is to "consider an allocation of about 15 kHz in parts of the band 415-526.5 kHz to the amateur service on a secondary basis, taking into account the need to protect existing services."
Dale reports that some delegations opposed to the proposal, but other delegations, including New Zealand, are very supportive, though there are differences in detail that have to be resolved. To provide a technical basis for the amateur position in relation to that agenda item, the WIA obtained some scientific licenses, and a group led by Dale and Keith Malcolm undertook a number of investigation using those licenses. A paper has been submitted by Australia based on that work. A copy was appended to the earlier report on the APG meeting.
Also present at the APG meeting as Observers and representing IARU Region 3 are Directors Shizuo Endo JE1MUI and Peter Lake ZL2AZ. Ken Yamamoto JA1CJP, IARU Region 3 Secretary, is a member of the Japanese Delegation nominated by JARL.
